Selvom disse ambitioner er prisv\u00e6rdige, giver de betydelige udfordringer med hensyn til sikkerhed og sundhed p\u00e5 arbejdspladsen. <\/p><\/blockquote>\n<p>P\u00e5 den ene side fokuserer den gr\u00f8nne aftale st\u00e6rkt p\u00e5 udfasning af stoffer, der er skadelige for menneskers sundhed og milj\u00f8et. P\u00e5 den anden side involverer genbrug af materialer og produktion af nye energikilder, som f.eks. batterier til elektromobilitet og vindm\u00f8ller, h\u00e5ndtering af farlige og til tider carcinogene stoffer. I betragtning af disse konsekvenser, der f\u00f8lger med sikringen af klimam\u00e5lene, er det afg\u00f8rende, at nye job i en cirkul\u00e6r (gr\u00f8n) \u00f8konomi prioriterer sikkerhed og b\u00e6redygtighed, is\u00e6r med hensyn til arbejdsmilj\u00f8 og sikkerhed.  <\/p>\n<h2>Modstridende m\u00e5l<\/h2>\n<p>Et eksempel p\u00e5 disse bekymringer kan ses i <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/PDF\/?uri=CELEX:32023R1542%20\" target=\"_blank\" rel=\"noreferrer noopener\">EU&#8217;s batteriforordning<\/a>. EU har til form\u00e5l at \u00f8ge indsamlingen af (sm\u00e5) batterier og dermed \u00f8ge tilstedev\u00e6relsen af genanvendt kobolt (carcinogen), bly (reproduktionstoksisk), litium (reproduktionstoksisk) og nikkel (carcinogen, mutagen og reproduktionstoksisk) i nye batterier. Med ansl\u00e5et 800.000 kvalificerede medarbejdere i EU, der i den n\u00e6rmeste fremtid vil arbejde med batteriproduktion (i henhold til <a href=\"https:\/\/single-market-economy.ec.europa.eu\/industry\/sustainability\/net-zero-industry-act_en\" target=\"_blank\" rel=\"noreferrer noopener\">Net Zero Industry Act<\/a>), er det afg\u00f8rende, at virksomheder i denne sektor implementerer due diligence-politikker og fors\u00f8ger at substituere de farlige stoffer. Derudover vil de nationale kompetente myndigheder have bef\u00f8jelse til og b\u00f8r iv\u00e6rks\u00e6tte begr\u00e6nsninger for visse anvendelser i lighed med dem, der er skitseret i REACH-forordningen.   <\/p>\n<h2>Reparerbarhed og genbrug<\/h2>\n<p>Mange r\u00e5materialer, der bruges i produkter og energisystemer, som f.eks. smartphones og solpaneler, er farlige, n\u00e5r arbejderne uds\u00e6ttes for dem. P\u00e5 grund af de begr\u00e6nsede m\u00e6ngder af disse materialer og for at minimere un\u00f8dvendigt farligt affald opfordrer og h\u00e5ndh\u00e6ver EU virksomheder til at g\u00f8re produkter reparable og til at genbruge materialer i slutningen af et produkts livscyklus. Der vil udvikle sig en industri til at udf\u00f8re dette, hvor eksponering for farlige stoffer udg\u00f8r en alvorlig risiko. Det er bydende n\u00f8dvendigt, at der tages tilstr\u00e6kkeligt hensyn til disse arbejderes sikkerhed og sundhed.   <\/p>\n<h2>Udvikling og udvinding af strategiske r\u00e5stoffer i EU<\/h2>\n<p>Medarbejderne kan blive udsat for farlige stoffer, ikke kun under indsamling og genbrug af r\u00e5stoffer, men ogs\u00e5 under udvindingsprocessen i minedrift, som er kendt for sin potentielle eksponering for farlige og carcinogene stoffer. EU har som m\u00e5l at reducere sin afh\u00e6ngighed af andre lande for visse r\u00e5stoffer og har etableret en ramme for at sikre en sikker og b\u00e6redygtig forsyning af kritiske og strategiske r\u00e5stoffer. Der er sat m\u00e5l om 10 % udvinding i EU, 40 % forarbejdningskapacitet, 25 % genanvendelse og ikke mere end 65 % af EU&#8217;s \u00e5rlige forbrug fra et enkelt tredjeland. Her fokuserer <a href=\"https:\/\/echa.europa.eu\/hot-topics\/chemicals-strategy-for-sustainability\" target=\"_blank\" rel=\"noreferrer noopener\">kemikaliestrategien for b\u00e6redygtighed<\/a> (CSS) p\u00e5 innovation for en sikker og b\u00e6redygtig produktion af kemikalier i EU. En vigtig gruppe af materialer er menneskeskabte fibre i forskellig skala. I denne sammenh\u00e6ng udg\u00f8r inhalerbart st\u00f8v fra fibre, der opfylder de s\u00e5kaldte &#8216;WHO-kriterier&#8217;, et h\u00f8jt carcinogent potentiale. Mens et sikkert design af mange slags fibre er teknisk muligt, skal materialeforskere og ingeni\u00f8rer v\u00e6re opm\u00e6rksomme p\u00e5 potentielle sundhedsrisici.
